When you turn decimal into Binary it's called encoder;)

Depends if your a computer or not :D. You're right but if you have something that purely runs binary (display and processing) than it is a decoder because it turns a DEC into a readable input which can be determined by all processing units. But yes you're right if its one way thing. I also meant encoder in my first writing :P
