"IMPORTANT: there is currently a bug in permissions plugin that makes newly added members lose building rights. If your application states 'Approved', but your nickname is prefixed with [Guest] it's not a punishment: it's a bug. Contact me and we'll figure it out."
You should now have building permissions, and it looks like you should have another look at the rules, too.
