Overall, the build plays tic-tac-toe. In order for a rank up, I would like to see a few things improved. I've listed them below.

  • The displays should be as close as possible to real tic-tac-toe. A plus shape (+) and an circle (o) are sufficient. This would be much better than your current horizontal and vertical lines.
  • Players should not be able to make illegal moves. (Place a piece where someone has already played). This means you will have to make a circuit to disable inputs for positions that are already active.
  • Try to make your displays as close together as possible. There is usually only one block of spacing in-between each 3x3 display.
  • There are many unnecessary circuits that cause your build to be much bigger than it has to be. Find where these are and try to cut out any extra space. Compact builds are important to higher level redstone builders.

Fixing these will greatly improve your build.
